Heard second hand of someone catching quite a few in the surf zone, especially the first calm conditions after a storm.
I have caught my only flounder by dragging cooked shrimp across the sea floor from my kayak (water was quite deep, maybe 10m+). Only tried this method once for maybe 30 minutes and had success.
