Have done abit of research and looks like Godley Head is the place to be.

Although refering to the use of a boat I think the rocks around Godley Head would be the best bet. A live bait probly working best from land.
Whitebait Season starts 1 September 2026 and ends 30 October (inclusive). Chatham Islands: 1 December to the last day of February (inclusive)
