From what I’ve heard St Andrews isn’t a bad spot for Surfcasting. November – March would be the most productive time for fishing anywhere along the east coast. I’ve heard of elephant fish and rig at St Andrews, and you’d also get seven gillers,skate,carpet sharks,dogfish,school sharks, red cod and possibly Kahawai at times. Not sure about the Moki though. If you were looking at travelling, I’d say north would be the best way to go. The beaches from St Andrews to Pareora would probably be much the same in regards to species of fish, and yes Elephant fish are mainly a Summer species along with most of the other ones.
